Thousands of Unite the Union Local Authority sector members across Scotland took part in the pay survey for 2025. This continues the trend, seen in recent years, of greater membership participation in these surveys. The main headlines are as follows:
- 62% said pay could be better
- Pay and Job security were rated the most important issues
- 73% wish a multi-year deal and 67% prefer that to be a 2-year deal
- 44% of respondents were undecided on preference to a flat rate or percentage increase
- 28% of workers want 5% (or above) or cash equivalent whilst 23% want 5% or cash equivalent
- 78% said that morale is low and caused by increased workload (71%) and staffing levels being reduced (65%)
This information will help inform the pay claim for 2025 and ensure it is representing the views of Unite Scotland Local Authority members when it is submitted to CoSLA, in partnership with our sister Trade Unions, mid-January.
A significant number of members also indicated that they wish to either become a Unite workplace rep or have more information on the role of the rep.

Definitely a 5 percent increase minimum
